Something for every single budget and preference.

By

Of every single makeup category out there, the one with the most mystique is certainly foundation. How do some people seem to make their skin look so natural, while mine just comes out cakey? Will I ever find the right shade for me? What the heck is my undertone? Should I use full coverage or medium coverage? What the heck does buildable mean? It's not for the faint of heart. But that doesn't mean not everyone can use it.

"For anyone searching for their perfect foundation, keep in mind your undertone, your skin type, and the finish you're looking for," says makeup artist Ehlie Luna. And if there's one thing Cosmo editors are always doing, it's hunting the best foundations. We spend all year testing and writing up beauty reviews, including dozens of foundation formulas. So to at leas make part of the shopping process easy for you, we've broken down all of our top favorites from what we've tested, including a mix of finishes and coverage levels.

Our top picks for the best foundations of 2025:

But of course, we didn't stop there. Keep scrolling for expert tips from Luna on how to choose the right foundation for you.

Pros

  • Natural, slightly glowy finish is really great in photos and IRL (hence why so many people wear it at their weddings)
  • Extremely well-loved by makeup artists and celebrities
  • Doesn't cling to dry patches but also not too dewy for oily skin either

Cons

  • On the pricey side

"The O.G.! There's nothing better than Armani's Luminous Silk for full coverage that's both lightweight and natural-looking. It's my go-to foundation for big events (I wore it on my wedding day) or when my skin's really breaking out and I need more coverage than usual."—LAUREN BALSAMO, BEAUTY DIRECTOR

Pros

  • Moisturizing formula
  • Lightweight coverage that feels just like a skin tint

Cons

  • Contains some pore-clogging ingredients that could be heavy for acne-prone skin

"This skin tint/foundation hybrid is a godsend for my dry skin. It gives me the perfect amount of hydration, coverage, and glow without feeling cakey or heavy. It pretty much just feels like an extra layer of skincare, and just a tiny drop goes a long way."—JASMINE HYMAN, ASSISTANT BEAUTY EDITOR

Victoria Beckham The Foundation Drops

The Foundation Drops

Pros

  • Packed with skincare that gives a dradiant finish
  • Feels just like a moisturizer or serum

Cons

  • Most expensive formula on this list

"Ok, I just tried these new foundation drops by VBB and I’m hooked. Here’s the deal: this stuff actually melts into your skin—like you barely feel it, but it still looks super polished. The glow is real! I used shade number 13, which is a warm-medium with neutral undertones. There are a total of 18 shades, and I’m hoping they will keep expanding the color range after a successful launch. As far as texture, it doesn’t feel heavy or settle into fine lines. Plus, it’s another VBB collab with luxury skincare brand Augustinus Bader, so it’s laced with TFC8, which is an award-winning skin-perfecting compound. This is worth the splurge!" —JULEE WILSON, BEAUTY EDITOR-AT-LARGE

loreal skin tint review
l’oréal paris true match nude hyaluronic tinted serum foundation with 1% hyaluronic acid, light 2 3, 1 fl. oz.

Pros

  • Hydrates skin with hyaluronic acid
  • Suitable for sensitive skin types
  • Most affordable on this list

Cons

  • Wish it had a deeper shade range

"L’Oréal's True Match Nude Hyaluronic Tinted Serum is a long-time favorite I always come back to. After a sudden allergic reaction left my face red, swollen, and peeling just days before a wedding, this under-$20 drugstore skin tint effectively camouflaged my redness while keeping my skin hydrated and calm. The hyaluronic acid smoothed over patchiness instead of clinging to it, and the non-comedogenic formula gave a fresh finish without clogging pores. Despite being labeled a tint, the coverage is akin to foundation while still lightweight. Through Atlanta heat, humidity, and hours of photos and dancing, my makeup stayed put—no flakes, no melting, and no redness peeked through. Affordable, accessible, and truly delivers."—JH

Pros

  • Extremely easy to apply
  • Has a medium-to-full coverage that you can easily sheer out

Cons

  • Some testers found it to be a bit too dewy

"I'm obsessed with how convenient this stick foundation is to use. I swipe once across my forehead, twice on each cheek, and then once on my chin and once on my nose, blending it all with my trusty Ciele foundation brush. The effect is blurred, even-looking skin that looks really natural and healthy."—LB

Pros

  • Has a medium coverage but looks so natural on skin
  • Works well on all skin types

Cons

  • Oily skin types will need to powder to avoid shine

"The original Makeup By Mario foundation is lovely, but far too glowy for my oily skin. Luckily, this new natural-finish version has a cloud-like softness that looks exactly like my skin after I've blotted it a bit. It's not matte, necessarily (so don't get scared), but it doesn't have the initial dewiness as the luminous version. I've been applying it with the brand's famed F4 brush to get extra coverage, but Mario recommended choosing the F1 brush for days when you want a sheer look." —BETH GILLETTE, BEAUTY EDITOR

Pros

  • Makes pores and skin texture look basically invisible

Cons

  • Might not be best for very-dry skin

"I'm not much of a foundation girl. And, I won't lie, the first time I tried Easy Blur, I was not a fan. But I'm glad I gave it another try. The featherlight soft-matte foundation provides medium coverage and magically blurs pores for a real-life filtered finish, sans TikTok filter. As someone with dry skin, I appreciate that this doesn't dehydrate my complexion or feel uncomfortable in the slightest. This is partially thanks to niacinamide in the formula, which hydrates and works to smooth skin over time."—MARY HONKUS, CONTRIBUTING BEAUTY EDITOR

Pros

  • Even though it has strong coverage, it doesn't feel like you're wearing a heavy foundation
  • Filled with skin-loving ingredients
  • Can be sheered out to a medium coverage depending on your application method

Cons

  • A few testers found it drying on their skin

"As someone who doesn’t go for full coverage makeup, this is one of the only foundations i actually use. I love that it’s buildable while also being full coverage. I tend to use just a tiny bit for a light layer of coverage, but there’s been times where i need a full beat and it works wonders for that too. I even go concealer-free when i wear it because it’s just that good."—JH

the porefessional smoothing & blurring matte foundation

Pros

  • Covers legit *everything*
  • Matte finish is soft and velvety, not flat
  • Doesn't contain any pore-clogging ingredients

Cons

  • Some testers found it a bit too heavy on their skin (particularly those with very-dry skin)

"One pump covered my entire face; redness was banished, most of my discolouration was gone, and only my dark circles slightly peeked through, which I counteracted with concealer and powder. It can also stretch either side of the spectrum—use more with a dense brush for a fuller base, or sheer it out with moisturizer for a natural finish. The foundation dried down matte, blurred and smoothed textured skin, and minimized pores without disguising my most prominent blemishes (no foundation can—it’s makeup, not a Photoshop fairy). With my naturally oily skin, I expected shine, and while my T-Zone did make an appearance, it looked dewy rather than greasy and never separated into a cakey mess. The coverage held up well all day without caking or settling into pores, and the non-comedogenic formula did not break me out."—LIA MAPPOURA, COSMOPOLITAN UK BEAUTY WRITER

Pros

  • Cosmo Acne Award winner
  • Can be used alone or to add coverage to pin-pointed areas

Cons

  • Only for those who like a matte finish

“Matte skin that isn’t cakey, dry, or flat? Yup. It’s all because of this cult-fave powder foundation that helps even out my skin tone and smooth uneven texture. I keep this in my bag at all times to touch up and add coverage, but it also looks stunning all over my face with a moisturizer underneath. It blurs out my pores and even covers up acne, hence why it won a Cosmo Acne Award."—BG

Pros

  • Feels lightweight
  • Makes skin look healthy and radiant (without feeling greasy)

Cons

  • Although it stays on for hours, you might want to set your face if you're oily to avoid shine

"Of every foundation I own, this is the one I use the most. At this point, I own it in four different shades, so I can always mix and match regardless of if I have self-tanner on or anything. I just need to have it around at all times. If I'm going on a date, to the office, out to dinner, for an event—truly, any occasion where I want to wear foundation and feel confident—I'm picking this one. It smooths out my skin and adds a slight glow that isn't greasy or heavy on my oily, acne-prone skin. Best of all, it stays put. I don't have to constantly reapply concealer on top of any acne I'm trying to keep covered all day long. Big plus."—BG

nars light reflecting foundation gobi l3 gobi

Pros

  • Gives skin a healthy, radiant glow
  • Comes in a really strong shade range

Cons

  • Contains some pore-clogging ingredients that caused breakouts for a few acne-prone testers

"This foundation is a slightly more full-coverage version of Sheer Glow, and I really enjoyed wearing it. I absolutely loved how it made my skin look and the glow it gave me, and I liked that, although it was a bit heavier than Sheer Glow, my skin still looked naturally radiant and not like I was wearing a bucket load of foundation. It was a dream to apply, and like all the other foundations, it blended out really easily, and I was a big fan of how luminous it made my skin look. I found that I was wearing less highlighter than I normally do when I had this one.It lasted really well, too, and the glow it gave me was there all day long, so I could admire it whenever I caught my reflection in a window or mirror, and what’s not to love about that?"—LUCY PARTINGTON, CONTRIBUTING BEAUTY WRITER

How we tested:

a horizontal line used for separation or organization

Cosmo's beauty team is constantly testing makeup products to write up what's actually worth it, as well as include in our Cosmopolitan Beauty Awards. For this story, we...

  • Personally tested hundreds of foundations over the course of our combined 30 years of experience in the beauty industry. We dug into our own collections to determine which foundations we consistently use and love, then provided our full reviews.
  • Consulted an expert on how to choose the right foundation for your skin type and preferences. This helped inform which foundations would be best for each type of person and rounded out our list.
  • Researched product reviews and specs (like number of shades and key ingredients) to get pros and cons from actual testers, as well as clue into what makes the formula. When it came to narrowing down our list, we looked at foundations that had optimal shade ranges for a wide array of skin tones.

How to choose the best foundation for you:

a horizontal line used for separation or organization

Check the finish.

The finish is going to be likely the most important factor for deciding if a foundation is right for you. This really comes down to preference and your own makeup style. For example, a full-coverage foundation might feel more glam, whereas a dewy, lightweight one feels soft. "Coverage level is personal, but for special events, I like medium coverage with spot concealing or I go for full coverage," Luna says. "You may like more coverage, for example, and while your options might be a powder foundation or cream, you may prefer the more skin-like look of a cream-based option," says Luna.

Look at the shades.

Sometimes, the best foundation for you really is just the one that matches your skin tone the best. A proper shade match creates a more natural makeup look, regardless of the coverage or finish. Luna recommends utilizing virtual shade matching to help choose the right shade online. In store, "I recommend swatching the shade you think you are, as well as a shade before and a shade after," she says. "If your chest is darker than your face, match the chest. If your chest is lighter, go for the jawline. You'll know when the swatch seems to disappear."
